
Background
- In December 2001 Manitoba Health produced a discussion paper that is the
document “ Towards a Provincial Harm Reduction Philosophy ”.
The intent of this document was to initiate harm reduction discussions at
a provincial level.
- In 2002 Manitoba Health funded the Winnipeg Regional Health Authority
(WRHA) to conduct a Roundtable discussion on Harm Reduction for Manitoba
. Nine Circles Community Health Centre carried out the work and produced
a final report with recommendations. The main recommendation was that Manitoba
Health provide leadership to the process of implementing a Manitoba Harm
Reduction Strategy.
- In the interim Health Canada , the WRHA and Nine Circles Community Health
Centre contracted to develop a “ Framework for Prevention ”.
This document succeeded in providing the Harm Reduction Network with examples
of practical ideas that put harm reduction into an operational context.
- The Manitoba Harm Reduction Network met in February 2004 to develop an
Action Plan to address gaps in STI and blood borne infection in Manitoba
. This Action Plan aims to support the development and implementation of
harm reduction based policies and initiatives that will reduce the adverse
health, social and economic consequences of harmful behaviours and attitudes.
- The Manitoba Harm Reduction Network is currently comprised of 2 Task Groups (Education & Communication and Policy & Programs), a Peer Forum, Coordinating Committee and members-at-large.
- The Manitoba Harm Reduction Action Plan is to be reviewed, evaluated and
revised annually by the members of the Manitoba Harm Reduction Network.
